Oklahoma concealed carry

No license needed since November 1, 2019. The license is still there if you want it, and there are good reasons to.

Permitless carry in one paragraph

House Bill 2597, signed in February 2019 and effective that November, rewrote 21 O.S. 1272. If you are 21 or older and may lawfully possess a firearm, you may carry it loaded or unloaded, openly or concealed, without a license. The age drops to 18 for members and veterans of the armed forces, Reserves and National Guard. The bill did not repeal the list of places where carry is banned, did not touch the rules on alcohol, and did not change who is prohibited from having a gun in the first place.

Where carry is still off limits

  • Government buildings used for public business, courthouses, jails and prisons (21 O.S. 1277).
  • Elementary and secondary schools. Colleges and technology centers have their own rules under the same section.
  • Professional sports arenas during events, and pari-mutuel wagering sites.
  • Bars, meaning businesses whose primary purpose is on-premises alcohol (21 O.S. 1272.1).
  • Federal property: post offices, federal courthouses, airport secure areas.
  • Private property where the owner prohibits it. If you are asked to leave and do not, that is a separate offense.

Section 1277 carves out parking lots, many parks and some publicly owned venues, and those carve-outs have moved around over the years. Read the current text for the place you have in mind.

Why people still get the SDA license

Other statesPermitless carry stops at the state line. Several states that require a license recognize Oklahoma’s, and a license is what their law looks for.
School zonesThe federal Gun-Free School Zones Act (18 U.S.C. 922(q)) exempts a person licensed by the state where the school zone is. Permitless carry is not a license.
Proof in your pocketA license shows an officer, in one card, that the state has already checked you.

On travel: Texas, Kansas, Missouri and Arkansas have their own permitless laws, each with its own age and place rules. Colorado and New Mexico still require a license for concealed carry and have recognized Oklahoma's in the past. Recognition lists change, and some states honor only resident licenses or only holders over 21, so check the destination state's own agency page before every trip.

Getting the license

The Oklahoma Self-Defense Act sets the requirements: a United States citizen or lawful permanent resident, an Oklahoma resident (with allowances for military stationed here), 21 or older or 18 with military service, a completed training course, and nothing in your background that the Act lists as disqualifying (21 O.S. 1290.9 to 1290.11).

1. Take the course
A firearms safety and training course from a CLEET-approved instructor, with a live-fire portion (21 O.S. 1290.14).
2. Apply to the OSBI
Online through the OSBI portal or on paper through your county sheriff. You need the course certificate, ID and photos.
3. Fingerprints
Taken at the sheriff’s office, which may charge its own fee. The OSBI runs the background investigation.
4. License by mail
The OSBI approves or denies in writing. The statute gives it a fixed number of days, so check the current processing time.

Picking a carry gun for Oklahoma

Summer here is long and hot, which means a T-shirt and not much else to hide a pistol under. That pushes most people to a slim micro-compact 9mm in an inside-the-waistband holster for half the year, and lets them carry something bigger under a jacket once the north wind arrives. A few honest points:

  • Micro 9mm pistols hold 10 to 13 rounds in a gun not much bigger than an old .380. They are snappy. Shoot one before you buy if you can.
  • .380 pocket pistols disappear in shorts. They are harder to shoot well than they look.
  • Small revolvers are simple, tolerate lint and neglect, and hold five. The trigger takes practice.
  • A real holster and a stiff belt matter more than the brand on the slide. Cover the trigger guard, always.

The license course is optional now. Training is not. Find a class that includes drawing from concealment and shooting at seven yards and in, and take it whether or not you file the paperwork.

Common questions

Is Oklahoma a constitutional carry state?

Yes. House Bill 2597 took effect November 1, 2019 and amended 21 O.S. 1272. A person 21 or older, or 18 or older who is a member or veteran of the armed forces, who may lawfully possess a firearm can carry openly or concealed without a license.

Does permitless carry cover people from other states?

The statute is not limited to Oklahoma residents. A visitor who meets the age rule and may lawfully possess a firearm can carry under the same terms and the same place restrictions. Oklahoma also recognizes valid carry licenses from other states (21 O.S. 1290.26).

Who cannot carry without a license?

Anyone barred from possessing a firearm by 21 O.S. 1283 or federal law, anyone under the age limit, and people with certain convictions that section 1272 lists. If you have any criminal record, read the section or ask an Oklahoma attorney before relying on permitless carry.

Does Oklahoma still issue a carry license?

Yes. The Oklahoma Self-Defense Act (21 O.S. 1290.1 et seq.) is still law and the OSBI still issues handgun licenses for five or ten years. Most people who get one now do it for travel.

How much is an SDA license?

The statute has set the fee at $100 for five years or $200 for ten, plus a fingerprinting fee to the sheriff. Fees change, so confirm on the OSBI site before you apply.

Do I have to tell a police officer I am carrying?

Carry valid photo identification, and disclose the firearm when an officer asks during an arrest, detention or traffic stop (21 O.S. 1290.8). The older rule that required you to volunteer it first has been changed, so read the current wording.

Can I carry in a bar or restaurant?

A restaurant that serves alcohol is generally fine. A place whose primary purpose is serving alcohol for drinking on the premises is restricted by 21 O.S. 1272.1, and carrying while under the influence is an offense anywhere (21 O.S. 1289.9).

Open or concealed?

Either is lawful for a person who qualifies. Concealed is the more common choice in the cities, and it avoids conversations at the feed store.

Can I carry a rifle or shotgun?

The 2019 law speaks of firearms, not only handguns, but section 1272 and the vehicle sections treat long guns with their own wording. Check the current statute before carrying a loaded long gun in town or in a vehicle.
